Azerbaijan takes lead at COP29: Troika’s role in sustaining climate progress
As the international community gears up for the Conference of the Parties (COP) under the banner of the United Nations Framework Convention on Climate Change (UNFCCC), Azerbaijan is setting the stage for an influential role. The country aims not only to anchor agreements from preceding COPs but also to etch a durable legacy in the fight against climate change. A critical element in ensuring the seamless transition and continuity of climate commitments is encapsulated within the Troika mechanism—a collaborative leadership model.
The Troika, a strategic alliance, intertwines the current, preceding, and forthcoming COP presidents. This structure fosters a supportive environment, facilitating knowledge transfer and mutual guidance to propel climate negotiations forward. The incumbent president drives the ongoing discussions, bolstered by insights from the past president, while the next-in-line gleans from these experiences to adeptly prepare for future conferences.
In an unprecedented collaborative effort, the United Arab Emirates, Azerbaijan, and Brazil form the current Troika, mapping out the COP journey from 2023 to 2025. This initiative underscores the commitment to perpetuating the momentum of climate dialogues, ensuring that pivotal decisions translate into tangible actions over the years.
The 29th iteration of the COP, hosted by Azerbaijan, represents the conference’s debut in the Caucasus, signifying the country’s escalating significance in the environmental domain. This momentous occasion allows Azerbaijan—and by extension, the region—to shed light on their unique climate adversities and innovations. With the mentorship of its Troika allies, Azerbaijan is poised to navigate the complexities of its inaugural COP presidency successfully.
During the preceding COP28 in the UAE, the assembly achieved significant breakthroughs. Notably, the completion of the first Global Stocktake underscored the urgent need to pivot from fossil fuels towards a tripling of global renewable energy output and a doubling of energy efficiency by the decade’s end. The establishment of the Loss and Damage Fund marked a critical step towards supporting climate-vulnerable nations, albeit with financial hurdles still to overcome. Despite the forward strides, certain financial undertakings like the New Collective Quantitative Goal (NCQG) for climate finance were deferred to COP29. This crucial goal aims to supersede the erstwhile $100 billion yearly pledge, targeting the $5.8-$5.9 trillion requisites by developing countries for 2030.
The Troika’s essence lies in its ability to unify political consensus across successive COPs, especially on intricate issues such as climate finance that demand extended deliberation. Through cooperative engagement, the trio of presidencies orchestrates the advancement of crucial climate commitments, navigating through challenges and galvanizing global support.
For Azerbaijan, COP29 offers a platform to exhibit its stride towards sustainable energy advancement with initiatives in hydrogen development, solar and wind energy, and green projects. The summit will spotlight Azerbaijan’s flagship ventures, including the Baku Initiative on Climate Finance and the establishment of green economic zones, foregrounding the country’s leadership in climate diplomacy. Furthermore, the conference aims to elevate Azerbaijan’s influence in global climate governance, enhancing the region’s visibility in international climate discourse.
Looking forward, the baton will pass to Brazil for COP30, where the emphasis will shift towards securing enhanced national climate commitments by 2025. The Troika’s role will be paramount in ensuring the continuity of progress across these meetings and aligning national efforts with the broader objectives of the Paris Agreement. This includes balancing the pursuit of sustainable development and poverty alleviation.
The collaborative efforts of the Troika across the upcoming conferences aim to foster a consistent and ambitious pathway towards realizing global climate goals, exemplifying the power of collective leadership in navigating the challenges of climate change.
