EU Warns of Global Climate Setback with Potential US Paris Agreement Withdrawal

The global fight against climate change could face a significant setback if the United States, under the new administration of President-elect Donald Trump, opts to exit the Paris Agreement once again. This stark warning comes from the European Union’s chief on climate policy, who emphasized the detrimental impact such a move would have on international efforts.

Reports indicate that Trump’s transition team is considering executive orders to pull out of the Paris Agreement, a critical global accord designed to address climate change issues. As the world’s second-largest emitter of greenhouse gases, with China being the largest, the United States’ commitment to this treaty is pivotal.

The European Union’s climate commissioner, Wopke Hoekstra, described such a potential withdrawal as “a serious blow for international climate diplomacy” during a recent discussion. If the US were to exit, he stressed the necessity for other nations to intensify their climate diplomacy efforts in response.

“There’s no alternative to ensure that, ultimately, everyone contributes, because climate change knows no bounds,” Hoekstra remarked regarding the importance of UN climate discussions. “It is a critical issue that requires a collective global solution.”

The Paris Agreement serves as a cornerstone for United Nations-led climate negotiations, where nearly 200 countries unite to deliberate on strategies to reduce emissions and explore financial avenues to support these initiatives.

The United States has historically played a pivotal role in these discussions, notably collaborating with China, both the largest emitter and the world’s second-largest economy, to lay the groundwork for recent climate accords. Nonetheless, a shift in approach is anticipated with Trump’s return to the presidency on January 20. Trump, who infamously labeled climate change as a hoax, already withdrew the US from the Paris Agreement during his initial term from 2017 to 2021. Furthermore, he recently issued a warning to the EU, demanding increased purchases of US oil and gas or face tariffs.

While these developments unfold, Hoekstra emphasized that the EU would “constructively engage” with the incoming US administration on various fronts, including climate change initiatives. Efforts are ongoing to establish connections with US representatives across the political spectrum, including non-federal entities.

“Ensuring that our American partners, as much as possible, remain engaged and collaborate with us on this issue is a top priority,” Hoekstra stated.

Despite the EU facing heightened pressure to take the lead on climate action amidst potential US disengagement, it appears set to surpass the February deadline for countries to submit updated national climate plans to the UN. Notably, the outgoing Biden administration has already furnished their contribution. According to Hoekstra, the timelines of the EU’s political processes do not align with the UN deadline. Nevertheless, a comprehensive 2035 climate plan for Europe is expected to be ready ahead of this year’s UN climate summit in November, scheduled to take place in Belem, Brazil.

“The key point is to ensure an ambitious target before we enter Belem,” Hoekstra commented. “I assure you we will achieve that.”

As the international community braces for potential shifts in climate policy, the urgency for robust and unified action remains paramount. The implications of US decisions reverberate globally, reinforcing the necessity for unwavering commitment to combating climate change collectively.
